Sewer Treatment Plants Not Up To Snuff!

What do you think happens when there's a growing population and we fail to keep up on infrastructure? I am no just talking about roads and bridges--I am talking sewer! It over flows and it spills. It smells bad and is toxic. It got a D- rating! It may not bake it to the plane in the first place. Now, what to do with the extra 100 million immigrants' sewer needs?
