Medicare & Medi-cal

I am mentally disabled and thus on Medicare, now Medi-cal since living in California. In Seattle, I received $50.00 a month in spending money from Medicare pharmacy by mail. In California, I am not aware of such a program even though I need it! I also need a way to obtain menstrual pads and other pharmacy products when I am in a bind!
